Thanks for your patience! Services should now be back to normal.
We'd identified multiple failed PSUs in tail69 and have now replaced them, and the tail is back online.
All services should now be restored, but we will continue to monitor the state of the tail in case of any further issues.

You might be affected if your VM disk is currently running on tail69.
