There should be plenty more IPs now.

This error sholud be gone right now but is still "at risk" while we allocate a substantial number of additional addresses.

Customers will not be able to create new VMs in York at the moment due to a shortage of IPv4 addresses and will get seeing "Can't create VM" error messages. This should be rectified in the next hour.
